When Justice Fails

Police detective Tom Chaney (Jeff Fahey) and his new partner (Carl Marotte) are obsessed with solving a string of bizarre murders in New York. But no one is more surprised than they are to learn that one of the city’s top prosecutors — a dangerously beautiful deaf woman named Katy Wesson (Marlee Matlin) — is the prime suspect. When a fiery romance erupts between Katy and Tom, collecting evidence becomes hazardous.
