Oregon Department of Corrections director Michael Francke (Ernie Garrett) visits his brother Kevin (Scott Plank) claiming to have uncovered a drug ring involving his prison colleagues — and then he’s murdered. Police officials have a routine explanation for Michael’s death, but Kevin suspects something sinister is afoot.
