Perhaps Criterion is having licensing issues in its attempt to obtain distribution rights for this film, but the least someone could do is release a better transfer on DVD/BD. Does anyone know the status of this; is another transfer perhaps in the works?

Which edition are you referring to? The American Fox? If so, buy the good MoC edition
