You’ve probably already conducted preliminary searches on internet search engines for these films. If these have turned up zilch, and places like Amazon do not have them available, they are most likely not available. Judging from the titles you request, I don’t fancy your chances of finding them anytime soon. You know, commercial interest, blah, blah, blah.
Speaking for myself, I have enough trouble finding titles from the 1950s-70s. Some things I want have yet to be released on D.V.D. or have been deleted.
Leonard Maltin’s Film Guide book is a good resource for what is available on various formats. He also has a Classic edition available (pre-1960 films).
I have Los Olvidados on my computer, complete with fairly accurate subtitles. Let me know if you’d like to receive it through sendspace, and I’ll see what I can do.
As for the other titles, the best thing to do is to look for a VHS copy of the film, use a tv-in program to load them onto a computer, then put it on a video disc / dvd. I’ve done it quite a few times, most recently with Pixote.

A Midnight Clear DVD, according to Amazon, is being released next Tuesday. I looked at Amazon’s description, but it fails to identify whether it’s widescreen or not.

a good place to search to see if it has ever been put out on DVD is dvdaf.com. Their database has EVERYTHING that’s ever been released on DVD. It doesn’t give alternative options to finding the film, but you will at least be able to almost get a guarantee on whether it has been put on DVD or not.

Tie Me Up Tie Me Down
Toto the Hero by Jaco van Dormael (I don’t think I spelled that right). It’s only available on VHS. It’s a Belgian film that uses many of the same narration elements as Run Lola Run. I saw it in my Intro to Cinema class.

Yeah, I ordered the OOP copy of Vivre sa vie probably three months before Criterion announced its release under their label. I can’t say I regret getting it, though. One of my favorite Godard films. Especially the ending.

Peter Greenaway’s Prospero’s Book – Amazon has a $72 DVD that seems to be a DVD-r of the VHS.
Orson Welles’ original cut of Othello hasn’t seen the light of day since the beautiful Criterion laserdisc from fifteen years ago all because his daughter is severely screwed-up in the head. The soundtrack for the new one kills the film completely.
Quatermass and the Pit and Tie Me Up Tie Me Down were on DVD, i have both dvd’s , they may be out of print. Check Ebay or Ioffer .com. I’m looking for a widescreen version of Looking for Mr Goodbar.
Tony, Tsai’s Rebels of the Neon God is on Region 1 DVD. Out of print, but not particularly expensive.

Ok, this probably won’t be a topic for discussion, but is just a question. Is there some kind of online resource to find out whether a movie is on DVD and what other options are available for viewing the film (online and otherwise)? Because netflix doesn’t have L’Atalante, Pather Panchali, or Vivre Sa Vie (but that comes out in April so not a big deal). Also, I can’t find Greed, Letter From an Unknown Woman, Napoleon (Gance), Voyage in Italy, and Los Olvidados.
Does anyone know where I can find these films or a database I can search? (I would like to find out what of early Edison, Melies, and Porter are on DVD and what is online)
Any help would be appreciated.
