@CERNUNNOS – All 1999 DVD’s released from Criterion used the original MTI Digital Restoration system but in 2002-2003, Criterion started to use better technology and many of the earlier releases were re-released with even more special features.
The 1999 version utilized Criterion’s MTI Digital Restoration System.
The 2009 version DVD was slightly windowboxed and this time utilized the Northlight 2 Film Scanner, Baselight 8 Color Correction System under the supervision of original color timer Nils Melander. Scratches and dust were removed at Mars Motel in Stockholm using the Quantel IQ and Flame System and at Criterion using the MTI Digital Restoration System and PFClean System.
So, you get much better picture quality on the DVD. You also benefit from the new special features added with the new release and of course, the Blu-ray features more detail compared to the DVD version which you can see here.

Just wondering because I own the 1999 DVD and wasn’t sure if it was worth upgrading. Of course the extras look awesome, but I’m perfectly content with owning the the old one so long as there aren’t any serious deficiencies. I heard the new one has improved subtitles.
