First of all, highly misleading US poster -- don't expect some horror monster flick. This is a human drama of an ordinary family in the face of a minor mutant aquatic beast (as opposed to some godzilla-sized monstrosity) and black comedy/commentary about the ineptitude of organized government in a crisis situation. If you know what you're getting into, it's got the perfect balance of an entertaining allegory
