I don't think that's the question. The real question is, has Scorsese made a film in last decade plus that couldn't have been made competently by almost any other director in Hollywood? Is the greatest American director to ever live really just someone who did genre slightly better than his compatriots?
He has continued to entertain us more than anybody else over the years, nobody else could have made The Departed as well as he did and nobody would have been able to capture the same feelings shown and heartfelt moments in Hugo like Marty Scorsese achieved.
Nobody could've made 'The Departed', it's the same plot as Infernal Affairs but not the way it is made into a Hollywood with it's better formed characters and perfect location choice
