Steelhead arrives in Japan amongst a number of Chinese refugees and journeys to Tokyo in search of his girlfriend Xiu Xiu. Here he befriends immigrants Jie and Old Ghost and tracks down Xiu Xiu who has adopted a new name and a new life.
