    One sees the Soviet empire crumbling in this movie: bureaucrats are lampooned, authority mocked, communist ideals so many insincere words in the wind, song and dance "modernist" versions of The Inspector General are considered reasonable. It's glasnost! Pretty funny for the first half; it's only when the humor dries up that the movie really launches into its scathing depiction of a system well and truly broken.
