    CINEMA, 16mm _ Film monument. Three hours of discussions between social workers and a great mix of angry new yorkers. This is the heart of documentary filmmaking (even if you might find at first the topic not very sexy). Wiseman might have lost himself a bit into institutional works but this early feature might be his greatest accomplishment. "Welfare" is one the best portrait of America you will find.

    Le ton est donné dès les premiers plans du film; des citoyens américains lassés par l'attente, fatigués par la misère et révoltés par le système d'aide sociale américain, obligés cependant de s'y plier pour survivre. Wiseman les filme au plus proche et leur naturel est déroutant; quand il faut se battre avec seule arme la parole, l'image qu'on reflète est dérisoire.

    ****1/2 I kept looking for Reagan's "welfare queens," but all I saw was desperate and disempowered applicants dealing with equally desperate and disempowered welfare screeners.... A more grueling (and necessary) vérité experience would be extremely difficult to come by....not even Allan King's DYING AT GRACE, which is incredibly intense and "real"/direct, doesn't reach quite the anxiety inducement of this one.
