The opening title doesn’t appear until 20 minutes into it, in big block letters. Some scenes are scored to bursts of harsh electro-acoustic music. . . . These touches need to be calibrated with exactitude, lest they come off as arty affectations. Mr. Dosunmu doesn’t quite achieve that. Still, as a statement about the economic insecurity inherent in American capitalism, “Where Is Kyra?” has grim power.
