Returning to his hometown, Frederick Wiseman tackles the invisible cogs of civic work, providing a radical antidote to jaded perceptions of municipal politics. Within the concrete walls of an infamous brutalist building, change is steadily enacted, despite red tape and the grind of bureaucracy.
