In 1960’s Japan, mischievous American seaman Doc Willoughby tries to outwit his superiors on the U.S.S. Bustard, attempts to woo U.S. Navy, Lt. Tomiko Momoyama and aims to return a stolen Buddha statue to its Japanese temple.
