When Virgil Hawkins is pressured into joining a street gang, they have a rumble at a chemical storage yard, where the police tear gassing the lot. That gassing detonates a series of chemical explosions that creates “Bang Babies” that gives Virgil electric powers which he uses to become a superhero.
