This Soviet cartoon revels in the art of caricature. Even the horses are snobby and vainglorious in a pre-Revolutionary Tsarist world of ruling idiots and blindly submissive peons. “Dummy-Town’s” masses suffer the consequences: war, taxes, flogging and aristocratic decadence.
