I think seeing 'Laura' shed some light on the context of this film's existence. It simply appears to be a direct humiliation of men (some of whom are in proper iconography like sailor attire) that might otherwise suppress or bundle up their perversions. It's a really simple point for a twelve-minute short, but it is gorgeously realized in a visual sense, at the very least.
