The story reminded me of a Thomas Bernhard novel except of course for the setting. It is funny and incisive without being snobbish or in thrall to the "great man" theory. It applies equally well to any small town especially those which feel their smallness as an "imperialist sabotage." Argentinian cinema is unstoppable right now it seems.
