At the dusk of World War II Tokyo is a city of sordid atmosphere, tragic ambiance and daily misery. A 19-year old living with her widowed mother, works at the local civil defense bureau. Her older married neighbor has avoided the dreadful fate of going to war and begins a relationship with her.
